Dr Hugo Valin is an economist and policy analyst at the Trade and Agriculture Directorate of the Organisation for Economic Co-operation and Development. Within a unit dedicated to climate change, the environment and natural resources, he conducts research on the characterisation, monitoring and evaluation of agricultural policies on these different areas of sustainability in agriculture and land use change. He is also coordinating the development of an applied computable equilibrium model tailored for assessing the impacts of agricultural support, which has been used in several recent OECD analyses.
Prior to joining the OECD, Hugo was until end of 2021 a senior research scholar at the International Institute for Applied Systems Analysis (IIASA, Austria), where he worked on the modelling of global drivers of land use changes, with a particular emphasis on biofuel policies and land use change emissions, as well as food demand and food security. He was strongly involved in the development of applied economic models of land use, notably the partial equilibrium model GLOBIOM, to investigate global perspectives on these issues in face of climate change impacts and needs for mitigation policies.
Title of the presentation: Current developments in agriculture and land use policies in the OECD
Abstract: This presentation will provide an overview of the different policy instruments currently in use in the OECD to address climate and related environmental challenges in agriculture, forestry and other land uses, and their evolution based on recently published OECD analyses and data products. Effectiveness and impacts of these policies will be discussed based on most recent findings, as well as their potential trade-related effects.
